libobjc fails to build on alphaev56-dec-osf4.0d with srcdir=builddir

Hi!

Some of the files in libobjc must find include-files within
gcc/config, but they wouldn't with the existing INCLUDES entry, when
building from within egcs/alphaev56-dec-osf4.0d/libobjc.  The attached 
patch fixes this problem.  Ok to install?
