Bugfix patch

With this patch applied I am unable to bootstrap on a
arm-netbsd host. It gets stuck in a loop compiling the 
_mulsi3 member of libgcc1.a. This is the first compilation 
performed using the new gcc/xgcc compiler. 

Reverting this patch allows the make bootstrap to complete.

I haven't been able to do any investigations to find out
where its looping. It's probably an intereaction with the
use of reload_completed in the arm specific files.

I am on holiday until the 1st Jan. so I'll have to wait until
then to do any investigations.
