Mexico IPs 403 forbidden access

Hello, I hope you're all doing well.

I've noticed that access to the GNU webpage and git repos is forbidden on
different IP addresses from my city (Guadalajara, Mexico).

Currently I'm on IP: 200.68.167.116 but that might change due to my ISP
(having static IPs is not something common here in Mexico).

Is there any way to address/fix this issue? I promise I have not launched
attacks to the GNU servers from this IP. I work on a RISCV CPU for my
thesis and I was unable to download the toolchain due to this. Some
coworkers/friends have the same issue.
