libstdc++ doxygen build error

doxygen 1.9.1 works fine with the user.config.in that is in gcc git repo.

the specific changes that i made to user.config.in are

LOOKUP_CACHE_SIZE      = 9
EXTRACT_ALL            = YES
EXTRACT_PRIVATE        = YES
EXTRACT_PRIV_VIRTUAL   = YES
EXTRACT_PACKAGE        = YES
EXTRACT_ANON_NSPACES   = YES
INTERNAL_DOCS          = YES
DOT_GRAPH_MAX_NODES    = 512

with these options doxygen has a segmentation fault.
