Applying patches for RISC-V in crosstool-ng

I need to apply this patch:
https://github.com/bespoke-silicon-group/bsg_manycore/blob/master/software/riscv-tools/newlib.patch
for
RISC-V and build compiler using crosstool-ng. Can you please tell me how to
do it?
