Updated gcc-8.1.0 from gcc-4.7 but permission denied

Dear All,
I ssh into server CentOS 6.5 RHEL 4 linux as non root user. I was trying to
compile a software but i understood that it needs upgraded version of gcc
so i did as listed in gnu website. My machine has already got rpm ,devtools
1.1 etc
download source of gcc-8
run download_prerequisites
./configure outside source directory
make
make install ( all done in my home directory as non root)
below is configure log
i was able to (hope so) ( i am a newbie- i tried reading as much as i can
about gnu) install gcc-8.1.0 but i have these doubts
1. in build folder i see stage 1 prefix folders so does that mean i only
build stage 1 install and do i need to install stage 2 & 3
2. i tried to compile with gcc8 but i got permission denied
if yes then how to install devtools and what do i need to do to be able to
use gcc8 properly.
