torque install ubuntu elision broadwell

I'm trying to get an install of Torque Resource Manager (6.x) up and
running on Ubuntu 16.04. It appears to buid/install fine, but when I
go to run one of the commands (pbs_server) there is a seg fault

strace just gives me a bunch of;
8880  +++ killed by SIGSEGV (core dumped) +++
8879  +++ killed by SIGSEGV (core dumped) +++
8878  +++ killed by SIGSEGV (core dumped) +++
8877  +++ killed by SIGSEGV (core dumped) +++

the core dump gives me;
Core was generated by `pbs_server'.
Program terminated with signal SIGSEGV, Segmentation fault.

Is this related to elision issues? HLE/microcode? Any suggestions on
getting this to work?
