Building GCC requires GMP 4.2+, MPFR 2.3.1+ and MPC 0.8.0+.

That's about writing a new pass *as*a*plugin* - do you need to write a
new pass or write a plugin?

Are you asking if it's possible to write a plugin for 4.1.2 (that's
impossible) or possible to write a new pass?
