All versions of gfortran (e.g. from gfortran wiki or cygwin) and g95 are 
free and several are known on this forum and others.  Note the specific 
instructions http://tdm-gcc.tdragon.net/start about where to get help 
with those versions and lack of reference to Fortran.  It seems unlikely 
that a Fortran compiler from a randomly chosen zip file would match a 
randomly chosen C compiler.
Any compiler based on gcc (and your usage of it) has to follow the FSF 
licensing terms.
