not using -fno-exceptions flag

I just wanted to get a 100% confirmation, is the following true:
It is never unsafe not to use the -fno-exceptions flag. i.e. a compiler like 
GCC will always correctly generate code without the -fno-exceptions flag 
whether exceptions are explicitly used in the source code or not.
