You didn't mention the target; I assume this is a private port.  I would
guess a bug in the definition of BRANCH_COST.  Note that BRANCH_COST
used to be a simple value, but now it is a macro with two arguments.  I
think you could have spotted this yourself by looking at the lines in
question.
