I would like to build a gcc that don's search /lib and /usr/lib when compiling others.

Hi, 
I try to build a new gcc that do not search the library path: /usr/lib and /lib 
That means I when I run: gcc --print-search-dirs. 
The libraries show no path. 

But I don’t know how to config it. 
Version: 4.3.3 

Could you please help me?
