You need to tell us what operating system/kernel you are going to use
with the processor, e.g Linux, uclinux, RTEMS, netbsd, vxworks,
whatever.  That will determine the target you need to specify, and what
to populate the sysroot with.  Currently you're trying to configure gcc
for a target that has no kernel or operating system of any sort (i.e.
bare metal) and thus no thread support, and OpenMP requires threading.
