gcc not properly installed - cannot find libraries

I tried this and got:
# yum install glibc-devel
Loading "rhnplugin" plugin
Loading "security" plugin
Setting up Install Process
Parsing package install arguments
No package glibc-devel available.
Nothing to do
???
