You seemed to be asking why the build system you're inspecting was
creating these ListDef files that contain preprocessor definitions. 
It's not obvious what the reason for doing that is, based only on those
two commands -- you would have to look at the context of how the ListDef
file is later used by that build system to know its purpose.
