gfortran, patch for argument list functions %VAL, %LOC and %REF

Hello all
 
Can you inform - please - of the status of the subject patch? Looking
into the mail archieve it seems the patch has recently been fixed but
does that mean it's available for download?
 
My current gcc version is 4.1.0 (SUSE Linux)
