Ok, most cellphones use ARM, and TI produces processors for them, then 
all the other
ARM-based chip-makers, including Intel with its 'XScale', probably 
provide toolchains
for producing code for their chips...

 A toolchain targeted for XScale as the default is still capable to 
produce code for other
ARM chips,  but the provided base C libraries should be made to be more 
complete for
the required ARM chips :
