ARM binary code and Xscale binary code compatibility

For most ARM targets, yes, but not for the very newest ones.  E.g.,
XScale does not (as far as I know) support the Thumb2 instruction set.

Not in the general case, since XScale code can include iwMMXt
instructions which are not supported by ARM chips.
