Runtime exception check at compile time?

Hey All,

I've painfully discovered that all exceptions in c++ functions must be
declared if they are thrown.  Can the compiler enforce this at compile
time instead of at runtime?  The -fno-enforce-eh-specs switch can
disable this, but I'd rather enforce exceptions at compile time, if it
at all possible.
