building libiconv and gettext in mingw?

hey guys! im rather new here but I need some info,
badly...

is it possible to build libiconv and/or gettext using
mingw (with msys or without it) (the one that you get
from their downloads list) ?

if it is, how? if it isn't are there any replacements
for it in mingw?
