How do I build an arm interwork libgcc.a? FPA vs VFP?

You should take a look in the ARM-Thumb Procedure Call Standart, because 
FPA and VPF are the two kinds of floating point instructions. And code 
for the FPA(VFP) architecture cannot execute on a VFP(FPA) 
implementation. So you cannot link code for both architectures.
