problem in using openssl utility

0000000000000000 -nosalt -in input -out output

  IN THE ABOVE COMMAND WHAT -iv means.what is it's
significance.
   i want basic ECB encryption without salt and
anything else.I just want to give plain text and key
as input and I expect encrypted output.

     for this could anybody help me.plz give me the
openssl command arguments for my scenario
