Accessing the file descriptor for an fstream (gcc3-)

I have read a number of e-mails asking why gcc3- does
not support the access of the file descriptor for an
fstream but I haven't been able to find an answer to
the question.

If anyone knows the reason why the support has been
removed with the 3- releases please let me know.
