No - LIBRARY_PATH is the first path after gcc's own libdir but LIBRARY_PATH
will not eliminate /lib/ /usr/lib it only adds any paths you pass befor any
of the default paths, GCC_EXEC_PREFIX will add some more directories but not 
remove any of the default search paths.
