Help me building gcc on Windows XP for PocketPC

Hello
I want to build a (cygwin based ?) gcc 3.1 tool chain, including gcc, 
g++, gnat and gcj.
The host is Windows XP.
The target is PocketPC/Strongarm.

Is this feasible?
What should I do?

( I have already built such things on linux)
