gcc-3.1.1 make fails - can't find plural.c

i've tried a few times now to get this to work...here's my environment:

FreeBSD wsip68-15-48-50.ri.ri.cox.net 4.6-RELEASE FreeBSD 4.6-RELEASE #0: 
Tue Jun 11 06:14:12 GMT 2002     
murray@builder.freebsdmall.com:/usr/src/sys/compile/GENERIC  i386


i've tried configuring a few different times with different options, and i'm 
following the installation manual to the word about creating a build 
directory and all....make always fails at plural.c, heres the last relevant 
lines i get from it (i might have some extra at the beginning, but you get 
the picture)  ::
