Compiling on NCR/MPRAS

I'm trying to compile GCC on a NCR MP-RAS SVR4 (UNIX System V Release 4.0 
Version 3.0) system (i586-ncr-sysv4.3.03).  When I try to make I get the 
following error:

E "rtl.c",L908/C48(#237):       CHAR_BIT: Identifier is undeclared.

I configured it with just a basic ./configure, is there something else I 
need to add to that or change?
