Standard Include List Addition

How does one go about adding directories to the
standard include and library list so the -I and -L is
not required for general gcc usage.  A usual config
for a Linux machine would include:

/usr/include:/usr/local/include:/usr/X11R6/include
etc.

and

/usr/lib:/usr/local/lib:/usr/X11R6/lib etc.

Building gcc-3.0.4 seems to leave out /usr/X11R6
