need gcc to install gcc?

Hi,

I am trying to install gcc 2.95.3 on AIX.  According
to the configuration
instruction:"
Second, when configuring a native system, either cc or
gcc must be in your
path or you must set CC in your environment before
running configure.
Otherwise the configuration scripts may fail. "

My question is where can I get the cc or gcc?  How can
I get a gcc before I
can install a gcc?
