"Make bootstrap" problem

I have successfully built my GNU make.exe (I checked with make --version as you
said).

Now I am trying to run the make bootstrap command, after having run the
configure script (thats the next step right?)

I get the following message:

"make: *** No rule to make target `bootstrap'.  Stop.   "

Could somebody tell me what this means and how it can be resolved?
