Cannot find gcc headers

Hello,

I recently compiled gcc 2.95.2 from source, and it cannot find the include 
path to limits.h in the #include_next <limits.h> from the header in 
/usr/include/.  The error reported is "/usr/include/limits.h: No include 
path given for limits.h"  or something to that effect( can't remember, not 
using my linux box, and did not write it down).  Please help.  I cannot 
compile half my programs that I want to compile to replace RH7.0 with all 
source.
