interfacing with dll from vb

I am trying to create a dll for the tool mup (music publisher). I have taken 
the c code and compiled using the __declspec(dllexport) for the main(). When 
calling from visual basic, it says it can't find the file... I assume that 
there is something wrong with the file itself and the way I created it. I 
followed the directions in the message on the cygwin site 
(cygwin.com/ml/cygwin/2000-06/msg00688.html) since the manual does not 
explain using __declspec for dll creation.

I would appreciate any hints or direction on where I could recieve help...
