help in gcc configuration

Hello,

I was trying to configure a copy of gcc-2.95.2 in a Sun workstation
running Solaris2.7 and got the following error message

mahler# /usr/local/gcc-2.95.2/configure
Configuring for a sparc-sun-solaris2.7 host.
Created "Makefile" in /export/home0/local/gcc using "mh-frag"
/usr/ucb/cc:  language optional software package not installed
*** The command '/usr/ucb/cc -o conftest -g   conftest.c' failed.
*** You must set the environment variable CC to a working compiler.

My question is: How can I compile a C compiler when there is actually
no compiler? You help is greatly appreciated.
