Sometimes, this means GCC is mis-installed, to the point that the
compiler driver (gcc) can't find the preprocessor or the actual C
compiler (cc1).  Try to compile something yourself, and see what
gives.

Another possibility is that config.guess may be attempting to use `cc'
instead of `gcc'.  I often set CC=gcc in my environment, so that
config.guess always uses gcc.
