procinfo.h won't compile on AIX 4.3 with gcc 2.8.1

I'm using gcc 2.8.1 on AIX 4.3.1 & 4.3.2 to compile this program which
includes procinfo.h and it won't compile.

#include <procinfo.h
main () {
    return;
}

I get the following errors:

/usr/include/procinfo.h:363: field `pi_cru' has incomplete type
/usr/include/procinfo.h:369: field `pi_rlimit' has incomplete type

Anyone have ideas on what's going wrong here? It works fine on AIX
4.2.1 and it used to work our 4.3 boxes a month ago but not anymore.
Also, it compiles fine on AIX4.3 with IBM's C compiler (xlc).

Actually the program is more complicated than this, but I've narrowed
down the problem to procinfo.h.
