make fails at strings.h

I am trying to install 2.95.1 on a DEC 2000 AXP with OSF/1 4.0F:
./configure runs very smoothly. However, the errors I get are
somewhat similar to Mr. Rattan's except that it only happens at
the 'make' command. (I get some kind of parse errors with strings.h)

I tried installing libstdc++, and the gcc that comes with it, but
get the same results.
