The generic method is that one installs first the GNU binutils and
the libs & headers (the C-library files) for the target. The
instructions you have seem to not be quite perfect.

There could be available a pre-built C-library for your target, which
you can then use in your 'bootstrap' process, first putting its
headers into:
  /home/gnu/arm/arm-linux/include
and its libraries into:
  /home/gnu/arm/arm-linux/lib

Please search more info by starting at sites like :

   http://metalab.unc.edu/LDP/devel.html

for a pre-built 'arm-linux' C-library.

This would be the easy way... Trying to build both GCC and glibc-2.x
at the same time isn't so easy. Later you could try to cross-build
glibc-2.1.1 or something...

I remember Intel having quite nice instructions for their SA-1100-
evaluation board ('Brutus'?). A link to this should be in the
Linux-ARM webpage (via http://metalab.unc ....). The instructions
handle the case of building glibc-2.1 at the same time with the
binutils, GCC and finally a Linux-kernel for the board...

Cheers, Kai
