Fixup DECL_NOT_GIMPLE_REG_P description
When I changed DECL_GIMPLE_REG_P over to DECL_NOT_GIMPLE_REG_P I
failed to update its description.
* tree.h (DECL_NOT_GIMPLE_REG_P): Update description.
