    ada: Tweak assertions in Inline.Cannot_Inline
    
    The purpose of this patch is to silence a GNATSAS report.
    
    gcc/ada/
    
            * inline.adb (Cannot_Inline): Remove assertion.
            * inline.ads (Cannot_Inline): Add precondition.
