gccrs: TyTy: SubstitutionRef cast specialization
Allows skipping parent check when casting.
gcc/rust/ChangeLog:
* typecheck/rust-tyty.h (BaseType::is): Cast API.
(SubstitutionRef>): Cast API.
(BaseType::as): Cast API.
(BaseType::try_as): Cast API.
