    gccrs: Parse named variadic parameters
    
    Add ability to parse named variadic parameters in extern c functions.
    
    gcc/rust/ChangeLog:
    
            * parse/rust-parse-impl.h (Parser::parse_named_function_param): Add
            new parsing ability.
