s390: Fix expansion of vec_step
Add missing "s390" while expanding vec_step to __builtin_s390_vec_step.
gcc/ChangeLog:
* config/s390/vecintrin.h (vec_step): Expand vec_step to
__builtin_s390_vec_step.
