    [Ada] Small cleanup in System.Exceptions
    
    gcc/ada/
    
            * libgnat/s-except.ads (ZCX_By_Default): Delete.
            (Require_Body): Likewise.
            * libgnat/s-except.adb: Replace body with pragma No_Body.
