    AArch64: Implement missing vceq*_p* intrinsics
    
    This patch implements some missing vceq* intrinsics on poly types.
    The behaviour is to produce the appropriate CMEQ instruction as for the unsigned types.
    
    Bootstrapped and tested on aarch64-none-linux-gnu.
