[OpenMP/OpenACC/Fortran] Fix mapping of optional (present|absent) arguments

        * testsuite/libgomp.oacc-fortran/optional-cache.f95: Add 'dg-do run'.
        * testsuite/libgomp.oacc-fortran/optional-reduction.f90: Remove
        unnecessary 'dg-additional-options "-w"'.
