RTEMS/EPIPHANY: Add RTEMS support

gcc/
	* config.gcc (epiphany-*-elf*): Add (epiphany-*-rtems*) configuration.
	* config/epiphany/rtems.h: New file.

libgcc/
	* config.host (epiphany-*-elf*): Add (epiphany-*-rtems*)
	configuration.
