Fix rtx cost of adding VL-based constants

Previously we had no cost code for adding legitimate VL constants.
Changes brought in with the merge then caused us to prefer adding
registers (via hoisting or CSE), which led to failures in the
existing gcc.target/aarch64/sve_* code-quality tests.

For now it seems easiest to assume that adds of these constants
are as cheap as adds of literal constants.
