Treat VEC_{DUPLICATE,SERIES}_EXPR as gimple constants

This patch treats constant VEC_DUPLICATE_EXPR and VEC_SERIES_EXPR
expressions as gimple constants, so that they can be used in the
same situations that a (fixed-length) VECTOR_CST would.

As a result, some places that used to check CONSTANT_CLASS_P
now also need to check for TREE_CONSTANT versions of these two
codes.  The patch adds a constant_tree_p helper routine for that.
