Address -Werror=unused-variable and -Werror=unused-function diagnostics

	gcc/cp/
	* parser.c (require_positive_expr): Remove function.
	gcc/fortran/
	* openmp.c (gfc_match_oacc_declare): Remove oc local variable.
	(gfc_resolve_oacc_declare): Remove list local variable.
