HSA: enable flattening for hsa functions.

	* hsa-gen.c (get_brig_function_name): New function.
	(hsa_generate_function_declaration): Use it.
	(generate_hsa): Likewise.
	* ipa-hsa.c (process_hsa_functions): Mark all cloned kernels
	as flatten.
	* omp-low.c (expand_parallel_call): Do not mark original kernels
	as flatten.
	(expand_target_kernel_body): Likewise.
	* lto-partition.c (add_symbol_to_partition_1):
